Extended Producer Responsibility

Extended producer responsibility (EPR)” means an environmental policy approach in which a producer’s responsibility for a product is extended to the post-consumer stage of a product’s life cycle.

Waste Reduction and Prevention (WRAP) Act

The WRAP Act (seen here) enables the Minister of Conservation to enact regulations by Order in Council. It requires the development of an annual WRAP Strategy Report and provides for the designation of products or materials for waste reduction responsibilities. A variety of economic instruments and producer responsibility requirements can be established under the Act, including: product levies, dedicated funds, deposits, and return to retail requirements.

Industry Consultations on EPR

In support of implementing the revised EPR Program, Green Manitoba retained initiated an industry stakeholder consultation process on product stewardship in 2005. Background discussion documents for each of the three identified material streams were developed, including: packaging and printed paper, electronic waste (e-waste) and household hazardous waste (HHW).
