The Program

Tire Stewardship Manitoba (TSM) is a not-for-profit association formed as a stewardship agency to represent the tire retailers of Manitoba. Under The Tire Stewardship Regulation 2006 of the Waste Reduction and Prevention Act, it is necessary for producers, including all retailers who sell or offer for sale the tires described in the Recycling Regulation to consumers in Manitoba, to participate in a tire product stewardship program approved by Manitoba Conservation. TSM has had its tire product stewardship program (the Plan), approved by Manitoba Conservation in accordance with The Tire Stewardship Regulation 2006.

 

TSM now has a financial system to support an expanded tire recycling program in Manitoba. TSM has consulted on the plan proposals with key stakeholders, including municipalities, the trucking industry, agricultural representatives, the rubber recycling industry, and non-governmental environmental organizations.

 

TSM is proposing that the benefits of the new tire stewardship program will help maximize the number of scrap tires processed in Manitoba by helping create new sustainable markets for recycled rubber products, support additional processing capacity and improvements to the system of collection of scrap tires, promote recycled products, and help to spur economic development in the area of scrap tire recycling.

History of The Program

Tire Stewardship Board (TSB) was established on March 6, 1995 as a statutory corporation to operate at arm's length from government. The TSB mandate was to establish and administer a scrap tire waste reduction and prevention program for Manitoba consistent with the principles of sustainable development, to provide for the effective, efficient and economical management of scrap tires and to administer the Tire WRAP Fund. The regulation empowered the TSB to license all tire and vehicle retailers and appointed Manitoba Finance as the agent for the collection of the tire levy. The Government of Manitoba appointed the Tire Stewardship Board and established a levy of $2.80 on each tire. Tire Stewardship Manitoba (TSM) became effective April 1, 2008 and has replaced the Tire Stewardship Board.
